So as a quick fix I just swapped the wire from the high beam relay to the low beam relay and just drove around with low beams for the last couple years..

I know which wires in the car do what from a test light, but I do not know which terminals on the back of the H4 bulb are ground, high beam, and low beam.. So before I start pouring over the wiring diagrams tomorrow at work, anybody else have an issue like this?.
