You don't have a scanner to see if the PCM is turning the AC relay on.. This clicking is coming from the MICU which is behind the uder-dash fuse-box. The circuit diagram shows that the hazard-warning relays are grounded via the MICU, so when that main 100 Amp fuse is removed, the MICU doesn't work, so the hazard-warnings don't actually work, although the un-powered MICU is attempting to get relay current to ground.. Honda recommends replacing the under dash fuse/relay panel ECU called the MICU (Figure 9) due to its loss of the immobilizer IMOES code. Apparently, this anti-theft system has another controller in the mix that is not commonly used on other models..
